U.S. Again Sends Policy Official to Beijing Xiangshan Forum

Central News Agency, citing a report by Hong Kong’s South China Morning Post, said Cynthia Carras, the U.S. War Department’s senior director for China affairs, will lead a delegation to the 13th Beijing Xiangshan Forum. The report said this is not a historic upgrade, but rather a return of the level of representation to the Pentagon’s policy tier after the United States downgraded its participation in 2025, showing that U.S.-China military communication is placing more emphasis on risk management.
